- A pervasive and continuing effort to define high quality teacher education in the US has been embraced by politicians and policy makers, academics and teacher advocates, philanthropic foundations and commercial interests (Imig et al. 2011; Cochran-Smith et al. 2013; Duncan 2009; USED 2011). As a result, every aspect of the enterprise has been scrutinized and major efforts are underway to transform preparation programs. A consistent theme in the transformation process is how to specify, identify, and measure quality. As in the quote from the West Virginia Governor's spokesperson related to safe water, public and private educational interests are "doing everything possible to assure the public that what we [the teacher education profession] are doing meets the highest standards of quality."
